If you spray closed-cell foam for a living, you've probably already sprayed HFO-blown chemistry without thinking much about it — or you've heard the term thrown around at a distributor counter without a clear explanation of what actually changed. Here's the short version, and the parts that are worth understanding in more depth.

What actually happened on the compliance calendar

Under the EPA's AIM Act Technology Transitions rule, manufacturers were required to stop producing closed-cell spray polyurethane foam systems formulated with high-global-warming-potential HFC blowing agents as of January 1, 2025. That's a manufacture deadline, not a use-it-up-by deadline — chemical already produced before that date can still legally be sold and sprayed through a sell-through and use window running to January 1, 2028. Practically, that means some contractors are still working through legacy HFC-blown drum sets purchased before the cutoff, while most new chemical coming off the line is now HFO-blown.

A handful of states moved earlier and set their own restrictions ahead of the federal timeline — California, Washington, Oregon, New York, and Colorado are the ones most commonly cited. If you work across state lines, or buy chemical through a distributor that serves multiple states, it's worth confirming which formulation you're actually being sold rather than assuming the federal deadline is the only clock that matters.

Why blowing agents matter to begin with

The blowing agent is what makes the B-side resin blend expand into a cellular foam structure during the reaction with the A-side isocyanate. HFCs (hydrofluorocarbons) did that job effectively but carry a high global warming potential, which is what put them in the AIM Act's crosshairs in the first place. HFOs (hydrofluoroolefins) are the industry's next-generation replacement — chemically related, but engineered with a dramatically lower GWP.

What's different at the gun

Contractors who've made the switch generally report that existing rigs don't need to be replaced — the hardware side (proportioner, heated hoses, gun) is largely compatible. Where things can feel different is in the chemistry's behavior on the wall: exotherm curve, peak cure temperature, and wait time between passes can vary somewhat from the HFC-blown product a crew may have sprayed for years. Manufacturers publish updated technical data sheets for their HFO-blown lines, and those TDS numbers — not old habits from the legacy product — should be the reference point for pass thickness and re-coat timing on any given job.

The distribution wrinkle

Because the 2028 sell-through window exists, it's possible for HFC-blown and HFO-blown product to sit on the same distributor shelf for a while longer, especially for contractors who stockpiled ahead of the 2025 deadline. Reading drum labels and confirming formulation with your supplier — rather than assuming everything currently in inventory is the new chemistry — is the simplest way to avoid a mismatch between what a crew expects and what's actually in the drum.

This wasn't a surprise rule — the industry has been tracking the AIM Act timeline for years, and most manufacturers had HFO-blown formulations in the field well before the hard deadline. The practical work now is making sure crews are trained on the current TDS for whatever's actually in the hopper, and that purchasing decisions account for the fact that legacy HFC product is still legal to use, but on a countdown.
